About
The Development Services Department (DSD) oversees land development in Issaquah. We offer one-stop permitting in a single department.
Our multidisciplinary department combines staff and services representing building, planning and development-related engineering functions. The Major Development Review Team (MDRT) – charged with development in the urban villages – is also housed here.
Responsibilities
DSD contains the following divisions:
- Permit Services - Oversees and manages permit intake, review and tracking
- Policy and Long-Range Planning - Maintains regulatory and policy documents and implements special projects
- Land Development and Construction Services - Provides all land use and construction permits for planning, engineering and building
DSD is also responsible for environmental protection, including SEPA (State Environmental Policy Act), critical area and shoreline regulations as well as tree protection, affordable housing, signs, business licenses, special event permits, inspections, code enforcement, land use policy and code development, annexations and support to various council committees and commissions.

Our purpose is to streamline the permit process for businesses, developers and residents, as well as preserve and enhance the quality of the natural and built environment, and thus the city’s quality of life. We will achieve this through a partnership with residents and businesses that is collaborative, accessible, reasonable, creative, predictable and efficient.
