Development Agreements

In 1996, the City adopted the urban village zone. Each area with this zoning has a development agreement that dictates the rules and entitlements associated with that urban village during its specified buildout period.

The City has the following urban villages and development agreements:

• Costco
• Issaquah Highlands
• Issaquah Highlands TOD (YWCA and zHome)
• Lakeside
• Rowley
• Silverado
• Swedish Issaquah
• Talus
• WSDOT DA (Park Pointe TDR) (including Bellevue College, and also known as WSDOT TDR)
