The purpose of this hearing is for any taxpayer to speak for or against any part of the preliminary budget, or provide general comments. The hearing will commence as soon after the beginning of the meeting as business permits. It is anticipated that the Council will formally adopt the 2020 budget at its Nov. 18 meeting.

The purpose of this hearing is to consider proposed 2020 revenue sources, including any possible increases in property tax revenues. Estimated revenues for the preliminary budget are described in the General Fund Revenues Report, Proposed 2020 Budget and AB 7757, which will be before Council at the Oct. 7, 2019 Council meeting.

The Planning Policy Commission will hold a public hearing to take public testimony on the proposed Issaquah Municipal Code amendment regarding the Urban Village Development Commission. The amendment includes IMC 18.03 Administration and, as proposed, would reassign the responsibilities of the Urban Village Development Commission (UVDC) to the Development Commission (DC) and Planning Policy Commission (PPC). The proposed changes will implement the direction established in the Issaquah Highlands and Talus Replacement Regulations (IMC 18.19B and 18.19C, respectively), adopted in 2018 (Ordinances 7523 and 7524, respectively) and provide continuity for the Rowley Development Agreement while recognizing the diminished workload remaining for the UVDC.
The Planning Policy Commission will hold a public hearing, continued from Sept. 26 and Oct. 10, to take public testimony on amendments to the:
1) Land Use Element, including the annual update to the City's population data;2) Transportation Element, including the annual update to the Transportation Improvement Program; 3) Utilities and Public Services Element, including an update consistent with the City's new Stormwater Management Plan; 4) Parks, Recreation, Open Space, and Trails Element, including an update to the goals and policies; 5) Capital Facilities Element, including updates related to updated fire impact fees and police and general government buildings mitigation fees;6) Zoning Map, including Community Facilities rezones.
