  2. Public Hearing: Updated Impact & Mitigation Fees

    A public hearing will be held regarding an update of the Traffic, Fire, and Parks Impact Fees, and General Governmental Buildings, Police, and Bike & Pedestrian Mitigation Fees as well as amendments to the frequency of the impact fee rate studies.

    The fees established in IMC Title 3 can be administratively adjusted to account for inflation in January of each year. However, this was not completed in 2021 or 2022. The proposed new rates for 2023 include the adjustments that should have been made in 2021 and 2022. For the fire mitigation fee, the rates will increase by 28.37%; all other fee rates will increase by 15.65%.

    Amendments are also proposed to Title 3 of the Issaquah Municipal Code to remove the three-year requirement for fee rate studies. The Administration instead proposes to analyze the fee rates each year to determine if updates are warranted. The amendments also clarify the language regarding the annual administrative increases for inflation.
