The Shoreline Master Program (SMP) is a comprehensive land-use plan that includes policies and regulations for the use and development of local shorelines.


The statewide Shoreline Management Act requires a comprehensively updated SMP be periodically reviewed every eight years. The City is included in the first round of periodic reviews to be completed in 2019. 


The City last completed a comprehensive update to the SMP in February 2013. Since then, the Central Issaquah Plan (including the Design and Development Standards) were adopted, and the Lake Sammamish State Park was annexed by the City. These changes have not been incorporated into the SMP.

  • March 
  • May 
    • Publish draft SMP Code Amendments and Gap Analysis
    • May 10-23: Public comment period on Proposed Determination of Non-Significance (DNS) for Local State Environmental Policy Act (SEPA) review. Comments can be sent to Emily Arteche until May 23.
    • May 23: Planning Policy Commission meeting and public hearing
    • Late Spring 2019 
      • Department of Commerce (Growth Management Act) 60-day review and approval 
      • Washington State Department of Ecology 45-day review and approval
  • July 
    • Receive initial determination from Ecology
